Today, people hardly would use aged shapes of language to talk or write about the law. Congressional control hardly would show as "controul". The pragmatic idea here is to have a few such updates written, and to have all the updating described. Updating or curating text is to bring the content to the time. It is not to correct or outdo the original — even how? As in a story of time travel, imagine you are in the US of the Declaration time. Your 21st century English shapes would be controversial for persuasion, because they'd be too odd. You'd need to learn "talking sense", that is, in the shape people approved at the time. Let us not deny the civics their appeal. The update here is spellcheck error-free according to the American English standard of today, all updated from internal evidence — this has been possible because the US has not followed in prescriptivist tracks, for language education.
